Warning signs that a doctor's credentials do not add up in China
Published
A doctor's credentials can fail to add up in a few specific, checkable ways. Each is a mismatch between what is claimed and what the official records or rules say. A mismatch is a reason for a second look. It is not proof of wrongdoing, and this page accuses no one and recommends no doctor.
No registered practice certificate
The Physicians Law says nobody may practise as a physician without a registered practice certificate. The National Health Commission's service platform lists a licensed doctor query (执业医师查询). That platform page forwards to the national doctor registration query.
A search that returns nothing shows the notice 未查询到符合条件的医师. That does not by itself prove the person is unregistered. The portal requires every field to be filled in and says results follow each province's data, so an entry error or a provincial record that is out of date or missing may also produce this notice. Our guide to verifying a doctor in China explains how to re-check each field.
A certificate that has been altered or lent
The Physicians Law penalises forging, altering, buying, selling, renting or lending a practice certificate, and the health authority can revoke the certificate in serious cases. A certificate that does not match the registration record may be worth a second look, since the law penalises forged, altered or lent certificates.
Practice outside the registered scope
The Physicians Law penalises a physician who practises outside the registered place of practice, practice category or scope of practice. The portal's result labels include the practice location, practice category and scope of practice, so these can be compared with what a doctor or clinic advertises.
A person who is not a physician
The Physicians Law provides that where a non-physician practises medicine, the health authority orders the unlawful practice to stop and confiscates the illegal income, medicines and medical devices.
A clinic without a filing, or an institution without a licence
The Regulation on the Administration of Medical Institutions says no organisation or individual may carry out diagnosis and treatment without a medical institution practice licence or a filing. It requires a medical institution to hang its practice licence, clinical departments, consultation hours and fee standards in a conspicuous place.
The national clinic filing measures cover general, dental and cosmetic clinics, and TCM clinics file under separate measures. The measures say a clinic that has not filed may not practise. They require a clinic to display its filing certificate and its health technical staff's registration information in a conspicuous place, and they say the filing certificate must not be forged, altered, sold, transferred or lent. Our guide to checking a doctor at a private clinic covers the measures.
A foreign doctor without a permit
The National Health Commission's measures say a foreign doctor who practises in China for not more than one year must register and obtain a Foreign Doctor Short-Term Practice Permit, and must have a medical institution in China as the inviting or employing unit. Practice without the required registration and permit is shut down (取缔) by the city-level health administration. Our guide to foreign doctors practising in China explains the measures.
A title standing in for a licence
A professional title such as chief physician is a separate grade from the practice certificate. The portal's result labels include 医师级别 but none reading 职称, the Chinese term for professional title. A title cited on a brochure or a profile does not by itself show registration.
What this page does not cover
This page does not describe the rules for any agent or broker who arranges appointments. The Physicians Law says the national health authority sets the rules for overseas persons who sit the physician examination, apply for registration or practise.
Questions people ask
Does not finding a doctor in the national query mean the doctor is fake?
No. The notice 未查询到符合条件的医师 means no doctor matching the conditions was found.
What should I compare first?
The registered practice certificate comes first, because the Physicians Law says nobody may practise without one. After that, compare the practice location, category and scope with what is advertised.
Is a clinic's filing certificate enough?
The filing is the clinic's own record. A doctor's registration is a separate record.
