Is the doctor really affiliated with this hospital? How to confirm

Published

A hospital's doctor page and the national registration record are two separate sources. The hospital page is the hospital's own description. The registration record is the official one. Comparing them shows whether the institution on the page matches the institution on the record. This page explains the comparison and what a difference can mean. It does not recommend any doctor or hospital.

What the hospital page is

One Shanghai hospital's Chinese doctor list page sits under the heading 名医风采. The page carries a line of self-described areas of expertise (擅长:) and shows professional titles such as 主任医师. These are the hospital's own statements.

What the registration record shows

The Physicians Law says a registered physician practises according to the registered place of practice, practice category and scope of practice. The portal's result labels include the practice location, the main practice institution and the multi-institution filing information.

The portal's script lists three labels under the multi-institution filing information: institution name (机构名称), validity period (有效期) and filing authority (备案机关).

Running the comparison

The National Health Commission's service platform lists a licensed doctor query (执业医师查询). That platform page forwards to the national doctor registration query. The portal's form requires every search condition and asks for the province, the doctor's full name and part of the institution's name.

The portal's own note says at least four consecutive characters of the institution's name are enough for a fuzzy search, and its example is 中国医学科学院北京协和医院. This matters because a hospital's everyday name may differ from the full registered name.

When the institution differs

The Physicians Law says a physician who practises regularly at two or more medical institutions must designate one as the main institution and complete the formalities the state requires. A record that names a main institution other than the one on the hospital page may reflect that the doctor practises at two or more institutions.

The law also lets physicians skip a change of registration for some activities, including training, further study, consultation, emergency medical rescue, charitable medical care and practising within a medical consortium. A doctor doing such an activity may work somewhere other than the registered institution without having filed a change.

A difference does not by itself show that the page is wrong or that the doctor is unregistered. The portal says its results follow the data of the provincial health commissions and carries a data cut-off label (查询数据截止到), so a recent change may not yet appear.

The institution's own records

The Regulation on the Administration of Medical Institutions says no organisation or individual may carry out diagnosis and treatment without a medical institution practice licence or a filing. It requires a medical institution to hang its practice licence, clinical departments, consultation hours and fee standards in a conspicuous place.

For a clinic under the national filing measures, the measures require the clinic to display its filing certificate and its health technical staff's registration information in a conspicuous place.

Questions people ask

Does a doctor's name on a hospital website prove affiliation?

The page is the hospital's own statement. The national registration record is the official record, and the portal's result labels include the main practice institution.

What if the record shows another hospital?

The Physicians Law allows practice at two or more institutions with one designated as the main institution, and lists activities that do not need a change of registration. This page does not state which explanation applies in any case.

Can the institution be checked too?

The medical institution regulation covers the institution's licence or filing and what the institution must display.
