Chinese Medical Association explained: an academic society, not the doctor registry

Published

The Chinese Medical Association (中华医学会) is a learned society. Under the Physicians Law, health authorities register doctors and issue the practice certificate, and the association's profile page lists no such function. This page explains what the association says about itself, how it is organised, and where a doctor's registration actually sits.

What the association says it is

The association's own profile page says it was founded in 1915. It describes itself as a national, academic, non-profit social organisation of medical and scientific-technical workers, registered under the law.

Its profile page says the highest authority is the members' congress. The council carries out the congress's decisions, each council term lasts 5 years, and a standing council answers to the council.

The same page reports, in the association's own words, 91 specialty branches and membership of 39 international or regional medical organisations. It says the association works closely with the medical societies of the provinces, autonomous regions, municipalities and sub-provincial cities, and that it publishes 202 print and electronic journals.

What it does

According to the profile page, the association:

  • organises academic conferences and publishes journals;
  • runs science popularisation activities and online media;
  • organises evaluation of medical science and technology;
  • provides continuing medical education through training and remote teaching;
  • runs international exchange through visits and forums.

The About page lists the association's departments. They include separate departments for journal management, continuing education, science popularisation and science and technology review.

The profile page lists no function of issuing practice certificates or registering doctors.

Where doctor registration sits

The Physicians Law (医师法) was adopted on 20 August 2021 by the Standing Committee of the National People's Congress. It defines a physician as a professional who has obtained physician qualification and is registered to practise in a medical institution.

Registration works like this under the law:

  1. A person who has obtained physician qualification may apply for registration with the county-level or higher health authority of their locality (所在地).
  2. The authority must register the applicant within twenty working days (二十个工作日) of accepting the application, unless the law lists a reason for refusal.
  3. The authority enters the registration in the national information platform and issues the physician practice certificate.

The law also says nobody may practise as a physician without a registered practice certificate. It requires health authorities to publish the names of people registered and cancelled, and to provide registration lookup through websites.

What the Physicians Law says about associations

The law says physicians may organise and join physician associations and other industry bodies or professional academic societies. It adds that physician associations and other industry bodies should strengthen self-discipline and practice norms, protect physicians' lawful rights, and assist health authorities and other departments in related work.

Membership of an association is therefore a separate matter from registration. A doctor's association membership, if mentioned on a hospital profile or an agent's brochure, does not by itself show whether the doctor is registered.

A similarly named Chinese Medical Doctor Association (中国医师协会) is not described here. This page covers only the Chinese Medical Association and says nothing about it.

Checking registration instead

The National Health Commission's service platform lists a licensed doctor query (执业医师查询). That platform page forwards to the national doctor registration query. The portal titles its route 医生执业注册信息查询. A Shenzhen district government answer quotes the same address for looking up a registered doctor's practice registration.

Our method page describes how this site works.

Questions people ask

Does the Chinese Medical Association license doctors in China?

None of the sources listed below gives it that role. The Physicians Law assigns registration to health authorities, and the association's profile page lists conferences, journals, popular science, evaluation, education and exchange as its activities.

Is the Chinese Medical Association part of the government?

The profile page calls it a non-profit social organisation. It also says the association takes on work assigned by the government and gives suggestions to government departments. This page does not go beyond those descriptions.

Is a doctor who belongs to the association qualified to practise?

Membership is not a registration. The Physicians Law ties the right to practise to a registered practice certificate.

Where can I confirm that a doctor is registered?

The national doctor registration query run by the National Health Commission is an official route named above. This page does not recommend any doctor, hospital or association.
